Rhea Ballard-Thrower

Rhea Ballard-Thrower is an Associate Professor at the Howard University School of Law and Executive Director of the Howard University Libraries. She joined the law faculty in 2001 where she teaches Advanced Legal Research using the Inside-Out Prison Exchange Program pedagogy. As certified Inside-Out instructor, Professor Ballard-Thrower teaches law students and incarcerated students in the same class at the D.C. correctional facility. In 2016, Professor Ballard-Thrower was appointed Executive Director for the Howard University Library System, which includes the Undergraduate, Social Work, Divinity, Undergraduate, and Founders Libraries, as well as the Moorland Spingarn Research Center. Professor Ballard-Thrower holds degrees from the University of Cincinnati, the University of Kentucky, and the University of Michigan. Prior to her current directorship for the Howard University Libraries, she served as Director of the Howard University Law Library, Associate Director at the Georgia State University Law Library in Atlanta and as Reference Librarian at the Tarlton Law Library at the University of Texas-Austin. Professor Ballard-Thrower has been a legal bibliography instructor, conference presenter, and author of many articles on law librarianship.
